Gary Bale
Bale Project Consulting – Chilliwack, BC

Gary BaleWhether it is the public or private sector, Gary Bale has developed a succinct knowledge of government regulations and practices, municipal engineering and public works, consulting engineering design, and design-build practices in heavy civil highway and bridge construction.

During the course of his career he has managed and operated numerous public works projects in British Columbia from the owner’s perspective and been involved in municipal and provincial civil projects on the private side. He has pursued design-build and P3 projects in Canada and the United States with projects typically exceeding $500M. He was instrumental in developing joint venture partnerships, bidding and managing major public and private infrastructure projects.

Gary is a member of the BC Roadbuilders Association and the Canadian Construction Association. He has been a member of CDBI since its inception and a CDBI Council member since 2007 and is currently the vice-chair of CDBI.

Juan Camilo Barrera

Juan Camilo BarreraJuan Camilo Barrera has been involved in various aspects of civil and municipal engineering for over 20 years. His skills and expertise include utility coordination, hydrology and hydraulic modelling, storm water management planning, water supply systems, earthworks, subsurface utility engineering, municipal engineering and project management.

Juan is also member of the utilities subcommittee for the Transportation Association of Canada. He has worked as civil engineering lead on a number of projects, having extensive project cycle experience from front-end studies to full EPCM mandates and P3 design-build projects in complex and time-sensitive environments.

Bill Black
President & CEO
Brxton – Calgary, AB

Bill BlackA quantity surveyor by profession, Bill Black began his career in 1981 in Edinburgh. After his move to Canada in 1991, Bill applied his construction and financial expertise to the application of SMED modular raised floor and interior walls working with major blue chip clients across North America.

Bill co-founded a volunteer group called Mindshift to study the many challenges facing the design and construction industry. In 2009 Bill and three other members co-authored The Commercial Real Estate Revolution. Later that year Mindshift won the Corenet Bruce H. Russel Global Innovators award. In 2012 Bill moved to Skyline as director of business development, marketing and communications, later moving on to executive vice-president heading up the commercial roofing and cladding division until the company was sold in 2015. In 2015 Bill founded Mindnetworkx Inc. and applied his talents and varied background to a number of consulting opportunities. Late in 2015, Bill took on the role of President and CEO of Brxton one of Western Canada’s largest commercial masonry contractors.

Elisa Brandts
Managing Senior Principal, Buildings
Stantec – Vancouver, BC

Elisa BrandtsElisa Brandts is passionate about designing livable, sustainable cities. She focuses on community-building projects in the transit and transportation and sports and entertainment sectors. With over 30 years of experience, her extensive technical knowledge and in-depth expertise in construction and project management makes her a highly-valuable asset to any complex project.

Her responsibilities include senior level client liaison as well as specific practice duties. She is committed to building strong client relationships and is an advocate for integrated project delivery (IPD) having lead teams on multiple design-builds and public-private-partnerships acting on behalf of clients or on the project delivery team. The close to two decades of work with integrated architecture and engineering teams have provided her with excellent team building, collaboration and leadership skills necessary for delivering complex high engineering interface projects.

Outside of work, Elisa is an active volunteer, teaches a course on complex project delivery at BCIT, and is a participant at several professional and industry organizations including the CDBI, BC Construction Roundtable, AIBC and is the CCDC RAIC representative.

Mike Durtnall
Senior Project Manager
Arup Canada – Calgary, AB

Mike DurtnallAn associate with Arup, Mike Durtnall is a highly-effective project manager with over 25 years of design and construction industry experience in both the government and consultancy sectors. With almost 20 years of experience in the healthcare sector, Mike previously headed up the capital projects functions for a number of UK National Health Service (NHS) organizations and was the project manager for a major hospital P3 project.

He has extensive experience of the design-bid-build, design-build and P3 procurement routes and his strategic work on nationally-significant projects has received acclaim. In addition to his work in Canada and the U.K., Mike has worked in a number of international markets, often remotely, in locations such as Dubai, China and Hong Kong.

Jim Gallacher
Business Development Manager
BC Comfort Air Conditioning Limited – Burnaby, BC

Jim GallagherJim Gallacher has been with BC Comfort since 1982 and is currently the business development manager, a role he recently transferred into from the service department. Jim served his apprenticeship in Scotland as a refrigeration mechanic working on industrial and marine refrigeration systems.

He moved to London, England and worked with the Carrier Corporation before joining the merchant marine as an engineering officer aboard passenger ships. Several years ago, Jim was a regular instructor at the International Council of Shopping Centers University Training Programs giving presentations on HVAC operations, energy management, repairs, retrofit and maintenance issues for ICSC, in Indiana, Phoenix Arizona and San Diego.

Kevin Gue
Project Director
Alberta Infrastructure – Edmonton, AB

Kevin GueKevin Gue is project director with Alberta Infrastructure and leads the project management office of the Calgary Cancer Project with partners from Alberta Health and Alberta Health Services.

A licensed professional engineer in Alberta, and with 20 years of experience in the construction industry, Kevin has worked within both the private and public sectors and on numerous commercial, institutional, and civil construction projects.

Nolan Heuchert
Wylie-Crump Ltd. – Vancouver, BC

Nolan HeuchertNolan Heuchert has been focused on servicing the insurance and risk advisory needs of the construction and design industry sector since 1994.

As a former senior officer and construction practice leader for a large international insurance brokerage firm, Nolan has been engaged in a wide spectrum of complex domestic and international insurance programs as well as several Public-Private Partnership (P3) projects in British Columbia, Alberta and Ontario.

Nolan is involved and participates in a number of local and national construction / design industry associations. He is the chair of the CDBI Risk Management Committee.

Dean Kaardal
Vice President, Alternative Project Delivery (APD) Sector Leader, Buildings
Stantec – Vancouver, BC

Dean KaardalDean Kaardal is a vice-president leading the alternative project delivery (APD) sector for Stantec’s Buildings Line across Canada. He is a professional electrical engineer approaching 30 years in the industry, excelling in communicating complex engineering solutions with clients and colleagues. His APD experience includes P3s, design-builds (DBs), and integrated project delivery (IPD), and his work includes time on both sides of the process having worked on proponent teams responsible for project design and delivery, as well as on the owner’s side preparing statements of requirements and providing compliance reviews. Notable projects have included P3s—North Island Hospitals and RCMP E Division Headquarters (Surrey) on the proponent side and Abbotsford Hospital and Cancer Centre (first hospital P3 in BC) on the owner’s side; IPD—Moose Jaw Hospital Replacement; and numerous DBs, most recently completing a bid submission as one of two shortlisted teams for the $1-billion Calgary Cancer Centre.

Dean’s role as APD sector leader involves focusing on teaming, contract arrangements, and the quality of our project delivery. He has worked with most of the large P3 players, including developers, construction firms, and financiers. He focuses on establishing mutually beneficial arrangements and building long-term relationships with these partners. Dean’s involvement on APD projects has included preparing a winning design submission, attending multiple user sessions, presenting at collaboratives, quality assurance reviews, and broad project oversight. Having been involved in some of the earliest P3s in Canada, Dean is very aware of the risks and pitfalls of these types of delivery arrangements and has championed process improvements and shared lessons learned with his partners and peers in the industry.

Paul Lee

Paul LeePaul Lee is Surrey’s LRT program manager and has been leading the project for the past seven years. Paul is a professional engineer with a broad transportation planning and engineering background in both the public and private sectors.

Prior to joining Surrey, he was the manager of transportation services at the City of Coquitlam where he planned both the light rail and SkyTrain version of the recently opened Evergreen Extension of the Millennium Line.

Henry Leung
Senior Design Engineer
BC Comfort – Burnaby, BC

Henry LeungHenry Leung is senior design engineer at BC Comfort Air Conditioning, a design-build mechanical contractor. He has worked at several consulting engineering companies including being an associate at MCW Consultants for 8 years. Henry is a registered professional engineer in BC, has a masters of business administration from UBC, and has been LEED accredited since 2004.

He has worked on a variety of large commercial and institutional projects including the 600,000 sf. UBC Life Sciences Centre and the 250,000 sf. Vancouver Police Department retrofit. Most recently, he has been involved with pharmaceutical clean room projects as well as MMPR medical marijuana production facilities.

Mark Liedemann
Vice President, Projects

Henry LeungMark Liedemann leads the management team responsible for the planning, procurement and implementation of large and complex infrastructure projects in B.C. and throughout Canada. Since joining Partnerships BC in 2008 Mark has held a number of positions and has led projects in the health, transportation and energy sectors.

Prior to joining Partnerships BC, Mark was a vice-president at PricewaterhouseCoopers in its infrastructure, government & utilities practice where he was involved in number of partnership projects in the health, transportation and rapid transit sectors. Mark holds a Bachelor of Science from the University of British Columbia and a Masters of Business Administration from the University of Victoria. Mark earned his designation as a Chartered Financial Analyst charter holder in 2003.

Malcolm (Mac) Logan
General Manager, Transportation Department

Mac LoganThe transportation department is one of seven departments that facilitate City of Calgary’s public service delivery. Transportation is responsible for the planning, design, construction and operation of Calgary’s road and public transit systems. We employ almost 4,000 staff and apply annual operating budgets of $350 million of operating budget and $500+ million of capital budget towards accomplishing council’s goals for mobility of people and goods in Calgary.

Working for The City of Calgary’s Transportation Department is one of the best opportunities a transportation engineer could hope to have. We work across the spectrum of all modes from pedestrian facilities to mass transit systems. Calgary’s uni-city nature means we have responsibility to deliver all the various services from long range planning to project construction to running the network on a daily basis.

Brent Mauti
Global Director for Design Technology

Brent MautiBrent Mauti is a licensed architect with 15 years of experience in design and construction management projects from multiple business sectors. Brent’s architectural responsibilities include design, building information modelling (BIM) and rendering, the preparation of presentation and working drawings, specification production, and services during construction for various types of projects. Brent has significant experience with 3D design as he has been involved with its implementation for numerous large-scaled projects over the course of his career. Brent also sits on the board of directors for the Canada BIM Council (CANBIM).

Brent’s responsibilities as BIM director / CAD leader include advising of the benefits regarding design automation implementation, the application of design automation standards, to champion consistent technology application and technological change, to work with project leaders to identify issues and benefits regarding the use of BIM / CAD tools, to identify key staff to lead and promote BIM implementation, and to benchmark design automation / BIM technologies used by competitors. His prime focus for BIM implementation is multi-platform interoperability across building, civil and plant deployed globally while ensuring consistent application of CAD standards.

Uel McFall
Director, Construction Services
Deltro Group Ltd. – Cambridge, ON

Uel McFallAs a senior leader in several major construction companies in Ontario, Uel McFall has been involved in all aspects of the industry, from early hands-on experience with his father a carpenter joiner from the old country, right through to a team leader ‘Project Director’ at a large North American company, and recently the president of an open shop general contractor/design-build firm.

As an owner’s advocate, Uel assists clients with proposal calls, budgeting, tendering, municipal approvals and all contract management.

Uel is involved and participates in the business community in the Waterloo region, and is a past chairman of the Chamber of Commerce in Cambridge, Ontario. He is the chair of CDBI.

Neil J. McFarlane
Assistant Deputy Minister, Health and Government Facilities Division
Alberta Infrastructure – Edmonton, AB

Neil McFarlaneNeil McFarlane’s career in project management and construction has spanned almost 40 years with experience in both the public and private sectors; as an owner, a contractor, and a project management consultant. The majority of his experience has been with the Alberta government on a wide variety of projects using various project delivery methods, including design-bid-build, construction management and design-build.

Active on the CDBI council for many years, Neil served as chair of the CDBI 2012 – 2014 and continues to remain closely involved with the CDBI. Neil also serves on the Canadian Construction Documents Committee (CCDC) taskforce on integrated project delivery (IPD), developing a national standard IPD contract, and is leading Alberta Infrastructure’s initiative to use IPD as another project delivery method. Neil believes strongly that teamwork, collaboration and partnering with industry stakeholders lead to better project results for all participants.

As the assistant deputy minister of Alberta Infrastructure’s health and government facilities division, Neil leads a team of professionals who deliver major projects to meet government priorities, as well as providing guidance on selecting the most appropriate project delivery method and procurement process for each project.

Bonnie McTiernan-Craig

Bonnie McTiernan-CraigBonnie McTiernan-Craig is a civil engineer with over 30 years of project management and procurement expertise in all sectors of the construction industry, including both the private and government sectors.

She has worked in the private sector in the Atlantic region with a design-build general contractor and an engineering consulting firm; in the public sector, she served as a project manager with the Government of the Northwest Territories and the Ontario Realty Corporation, and most recently she managed complex infrastructure procurement for Defence Construction Canada. Bonnie has recently retired from the public service and relocated “back home” to New Brunswick where she now provides consulting and training services.

Tim Philpotts
Partner, Infrastructure Advisory
Ernst & Young LLP – Vancouver, BC

Tim PhilpottsTim Philpotts is a partner with EY and is recognized nationally as one of the leading financial advisors on infrastructure transactions. Tim has performed the lead role on many award-winning infrastructure projects across Canada and globally. He has been involved in infrastructure and P3 work for more than 20 years and has advised on over 70 projects with total capital value of over $35 billion that have reached financial close. He has advised Alberta Infrastructure (AI), PPP Canada, NS TIR, Partnerships BC, SaskBuilds, and Infrastructure Ontario on many of their pathfinder transactions. Tim has worked extensively on a diverse array of projects, including numerous health, transportation, energy, and accommodation projects.

Tim has recently advised AI and Alberta Health Services on the procurement of the Calgary Cancer Centre Project which is the largest design-build health project undertaken in Canada. He has advised governments, private sector partners on major infrastructure projects and also led the formation of a $105-million infrastructure fund focused on P3 and infrastructure projects, Concert Infrastructure Fund, and the successful investment in a number of P3 projects.

Simon Rainsbury
Vice President, Western and Prairie Business Units
Colliers Project Leaders – Calgary, AB

Simon RainsburySimon Rainsbury is the vice-president of Colliers Project Leaders’ Western and Prairie Business Units. Based in the Calgary office, Simon oversees operations of the Edmonton, Saskatoon, Regina, Winnipeg, and Thunder Bay offices, and a staff of 70 full-time employees. A chartered engineer by training, Simon’s extensive project management and design experience has been gained in a diverse range of sectors, including education, healthcare, municipal, institutional, research, pharmaceutical, commercial, and retail. Simon brings 20 years of international experience in project management and engineering – with his design background giving him the distinct advantage of being able to relate to both design teams and construction personnel.

This diverse background has enabled Simon to become very skilled in advising clients on the most appropriate delivery methodology for their projects – be it design-build, construction management, or the more ubiquitous design-bid-build. In recent years, Simon has been involved in several significant design-build projects, which have given him a great deal of knowledge on the subject. These projects have included the up-front work on the Royal Alberta Museum in Edmonton; the Saskatoon Police Headquarters for the City of Saskatoon; the City of Medicine Hat’s Canalta Centre; and his current work on the Calgary Cancer Project. Additionally, Simon is keenly involved in providing oversight for several post-secondary and municipal design-build projects that are currently being delivered by his team members in all three provinces – the City of Winnipeg included.

Paul Stocco
Brownlee LLP – Edmonton, AB

Paul StoccoPaul Stocco is partner with the Alberta-based law firm Brownlee LLP. After graduating from Osgoode Hall Law School in 1989, Paul was admitted to the Law Society of Upper Canada (Ontario) in 1991. In 2000, Paul was also admitted to the Law Society of Alberta.

Paul joined the Edmonton office of Brownlee LLP in 2003. In 2009, Paul became the practice group leader of Brownlee’s construction group. Paul’s practice, which focuses on construction litigation and construction procurement, has seen him represent owners, general contractors and subcontractors at all levels of Court in both Alberta and Ontario. Paul has also assisted his clients in drafting construction procurement documents, including tendering and RFP documents, construction contracts, consulting contracts and P3 agreements.

Paul has written and lectured widely on all aspects of construction and procurement law. He is also a board member of various industry organizations which represent different stakeholders in the construction industry. Paul is also the editor of Brownlee’s Constructive Thinking newsletter which covers topics of interest to all parties involved in construction and procurement.
