This 18,396 square meter multi-purpose event centre is located on a 20-acre greenfield site in the northwest quadrant of Medicine Hat. The design-build LEED Silver facility consists of an open bowl concourse design with views in all four quadrants of the building’s main access level. Boasting a club lounge and restaurant for seating approximately 185 guests; 6,140 seats on two levels with the structure designed to support a future capacity expansion of 1,000 additional seats; five concessions; one main kitchen on the event level; accessibility seating on both the concourse and event levels; building operation administration spaces; four complete sets of men’s and women’s washrooms; three family washrooms; two elevators – one passenger and one freight elevator; General, Club and Loge seating along with 20 private and two community suites. There are lighting platforms and a comprehensive rigging grid system at the ceiling space capable of supporting a multitude of rigging options.

Architecturally, placement and orientation of the building structure is such that an interrelationship can be created in the future with two adjacent commercial sites on the northwest and southwest of the site.
To ensure accessibility is maintained to the building, the facility was designed with a sunken seating bowl into the existing topography, allowing an open concourse at grade level at the northwest front entrance. Passing through the lobby and into the concourse provides a dramatic effect as the concourse is situated underneath the open rakers of the upper seating. This large volume is only interrupted by pedestrian bridges which interconnect the north and south club suites, press box, and media box on the longitudinal sides of the rink to the upper bowl seating. Wheelchair accessible seating is situated on all three levels of the facility. The required 52-foot clear height is the minimum height above the stage end and gradually slopes upwards towards the second tier of seating located above the main entrance. Public washrooms have strategically been placed on all levels of the facility, including on all four quadrants on both the concourse and suites levels.

Mechanically, the heating/cooling systems supporting the seating areas and office spaces are supported with gas-fired rooftop VAV air handling units with ducted air distribution. Heating/cooling to areas including lobbies, restaurants, locker rooms, offices, event level spaces, concessions, vestibules, mechanical rooms, electrical rooms, and washrooms are supported by heat pumps and/or hot water cabinet heaters. The heating system utilizes all the waste heat from the refrigeration system and waste heat from the heat producing rooms. Waste heat will be pumped to the heat pumps located in the ceiling spaces. Dedicated smoke exhaust control/ pyrotechnic/ relief air fans are located in the arena bowl ceiling space and discharged through the high roof area. Smoke control exhaust fans are located at concourse level and ammonia exhaust fans connected to a gas sensor in the ice refrigeration room.

Electrically, the facility is supported with state-of-the-art LED Bowl lighting equipped with lighting control capable of providing instant on/ off operation, saving energy and reducing maintenance and re-lamping costs. General lighting is supported with T5 fluorescent fixtures, exit signs are LED, delivering energy efficiency. Lighting control systems have been extensively used throughout the facility.

The RFP issued in early February 2013 by the City of Medicine Hat mandated a total project budget of $61,400,000. As the design-builder, PCL worked closely with the consultant team to ensure the RFP was communicated at the end of April 2013 noting budget compliancy. Upon contract award in June 2013, PCL and A49 began developing the design. With each design iteration, including schematic design, 50% detailed design, 90% issued for tender (IFT) and issued for construction (IFC) drawings, the client incrementally added scope options to the design.

Site mobilization commenced in September 2013; scope additions with the contract documents continued to evolve. Upon achieving substantial completion on July 27, 2015 and occupancy on July 31, 2015, the final project value was validated at $63,913,161.

The ability to work collaboratively within a partnership such as the one developed by PCL with A49, their sub-consultant team, owner representative – Colliers International Inc., owner/operator – SMG Worldwide Inc., and the City of Medicine Hat truly showcased how a design-build project can be efficiently delivered achieving occupancy within 23 months from inception.
