Brian Atwell

Brian AtwellBrian Atwell is a senior project manager with Emil Anderson Construction (EAC) Inc, based in Kelowna, British Columbia, where Brian leads the pursuit and delivery of EAC’s design-build projects. Prior to joining EAC, Brian worked for Graham Infrastructure on major infrastructure projects including Calgary West LRT and the Evergreen Line.

EAC Inc. is a leading heavy civil contractor in B.C.,

having

been in operation in B.C. since 1942. EAC has diverse capabilities including bridge building, road building, aggregate production, underground utilities, asphalt paving, highway maintenance, and land development. EAC is a founding member of the BC Road Builders and Heavy Construction Association and has worked on almost every highway and community in the province. EAC has a long history of design-build and value-engineering projects in British Columbia.

Gary Bale
Bale Project Consulting

Gary BaleWhether it is the public or private sector, Gary Bale has developed a succinct knowledge of government regulations and practices, municipal engineering and public works, consulting engineering design, and design-build practices in heavy civil highway and bridge construction.

During the course of his career he has managed and operated numerous public works projects in British Columbia from the owner’s perspective and been involved in municipal and provincial civil projects on the private side. He has pursued design-build and P3 projects in Canada and the United States with projects typically exceeding $500M. He was instrumental in developing joint venture partnerships, bidding and managing major public and private infrastructure projects.

Gary is a member of the BC Roadbuilders Association and the Canadian Construction Association. He has been a member of CDBI since its inception and a CDBI Council member since 2007 and is currently the vice-chair of CDBI.

Elisa Brandts

Elisa BrandtsElisa Brandts is passionate about designing livable, sustainable cities. She focuses on community-building projects in the transit and transportation and sports and entertainment sectors. With over 30 years of experience, her extensive technical knowledge and in-depth expertise in construction and project management makes her a highly-valuable asset to any complex project.

Her responsibilities include senior level client liaison as well as specific practice duties. She is committed to building strong client relationships and is an advocate for integrated project delivery (IPD) having lead teams on multiple design-builds and public-private-partnerships acting on behalf of clients or on the project delivery team. The close to two decades of work with integrated architecture and engineering teams have provided her with excellent team building, collaboration and leadership skills necessary for delivering complex high engineering interface projects.

Outside of work, Elisa is an active volunteer, teaches a course on complex project delivery at BCIT, and is a participant at several professional and industry organizations including the CDBI, BC Construction Roundtable, AIBC and is the CCDC RAIC representative.

Elisa BrandtsRick Buhr has been in the construction industry for over 30 years. His first 18 years were with FBM Architects in Halifax where he worked as a project architect on numerous residential, commercial and post-secondary projects.

Since joining Bird Construction 12 years ago, Rick is primarily responsible for project pursuit, client development, project logistics, value engineering, site selection, building design, M&E coordination, LEED/sustainability as well as building envelope, alternate compliance and building science analysis. As head of the company’s in-house design-build team, Rick works on competitive design-build tenders as well as sole sourced and unsolicited pursuits. As a registered LEED AP, Rick manages the sustainable initiatives involved in many of the company’s pursuits.

Peter McKayPeter MacKay is a partner in the Baker McKenzie’s Toronto office. Before joining the firm in 2016, Peter served in the Parliament of Canada for over 18 years and in a ministerial post in the Canadian government for almost ten years after the Conservative Party formed a government in 2006. Most recently, he served as Canada’s Attorney General and Minister of Justice until November 2015. Before this post, Peter served as the Minister of National Defence for six years and held joint cabinet positions as Minister of Foreign Affairs and Minister for the Atlantic Canada Opportunities Agency for 18 months. Uel McFallAs a senior leader in several major construction companies in Ontario, Uel McFall has been involved in all aspects of the industry, from early hands-on experience with his father a carpenter joiner from the old country, right through to a team leader ‘Project Director’ at a large North American company, and recently the president of an open shop general contractor/design-build firm.

As an owner’s advocate, Uel assists clients with proposal calls, budgeting, tendering, municipal approvals and all contract management.

Uel is involved and participates in the business community in the Waterloo region, and is a past chairman of the Chamber of Commerce in Cambridge, Ontario. He is the chair of CDBI.

Uel McFallEducated at the Technical University of Nova Scotia (now Dalhousie School of Architecture), Rob Menchenton became a partner with Fougere Menchenton Architecture Inc. in 2013 and has experience in several building project types and delivery methods. Rob is “hands on” in the projects he’s involved with, and often acts as the technical lead during both design and construction. He has been an architect and prime consultant on several design-build projects on both as the builder’s consultant and on the owner’s representative team.

Adrian Pellen, MBA, MSc, CRM

Uel McFallAdrian Pellen serves as a senior liaison to clients pursuing large and complex construction and infrastructure projects. In his role, Adrian is responsible for overseeing sales, strategy and tactical execution in connection with Marsh’s risk and insurance advisory and placement services for clients pursuing new infrastructure projects across North America. Prior to joining Marsh in 2016, Adrian spent a number of years at another large broker where he most recently held a role as director based in Chicago where he functioned as lead risk and insurance engagement manager for infrastructure projects. Adrian has held a number of other significant roles, including serving as vice-president and national practice leader for Canada and director for the Greater New York Region, both in an environmental risk and advisory and brokerage capacity.

Adrian has delivered a number of speaking engagements infrastructure, public-private partnerships as well as environmental risk. Adrian was also named as Power Broker ® in 2013, 2014 and 2016 by Risk and Insurance®.

He has worked for the City of Chilliwack for 10 years and is currently the supervisor of transportation and drainage where he manages design-build projects ranging in value of $1 – $12 million dollars. The City of Chilliwack has been a leader for municipal governments in using the design-build procurement method to deliver capital engineering projects for the past 23 years.

Steve Small, P.Eng

Paul StoccoSteve Small is an internationally-experienced and proven leader in the management and delivery of large infrastructure projects, covering the full range from project inception through construction, set up for operations phase and final handover. In 2010, Steve took on the role of VP Development for the Canadian division of Flatiron. From 2004 to 2010 he had a senior role for the development of P3 projects for Bilfinger Berger Project Investments, the concession group for Bilfinger. From 1996 to 2004 Steve worked with the Bilfinger group in Australia (Perth, Brisbane, Sydney), Hong Kong and St. Louis on very large infrastructure projects as an area manager. Prior to joining the Bilfinger group, Steve spent eight years as a consulting engineer involved in a multiplicity of design works for major infrastructure projects in B.C. and finished there as the president and CEO.

Tom Sparrow, PMP, MBA, MSc

Paul StoccoTom Sparrow is the chief project officer for the $1.35 billion Royal Columbian Hospital Redevelopment Project. Previously he was chief project officer for the $606.2 million North Island Hospitals PPP Project. Tom has a long history of success and experience working as the project lead for many Canadian federal and provincial government infrastructure projects including most recently as project director for the $302.8 million Fort St. John Hospital and Peace Villa project, and as chief project officer for the $350 million Iqaluit International Airport Improvement Project for Partnerships BC. He also provides advisory services to the Auditor General of Canada in addition to providing guidance and support to other Canadian provincial and territorial agencies and private sector healthcare related companies.

Tom is a Certified Project Manager (PMP), holds an M.Sc. in Health Information Sciences from the University of Victoria and an MBA from Athabasca University. He has also been actively involved with the Project Management Institute and lectures at the University of Victoria and healthcare conferences throughout the world.

Paul StoccoPaul Stocco is partner with the Alberta-based law firm Brownlee LLP. After graduating from Osgoode Hall Law School in 1989, Paul was admitted to the Law Society of Upper Canada (Ontario) in 1991. In 2000, Paul was also admitted to the Law Society of Alberta.

Paul joined the Edmonton office of Brownlee LLP in 2003. In 2009, Paul became the practice group leader of Brownlee’s construction group. Paul’s practice, which focuses on construction litigation and construction procurement, has seen him represent owners, general contractors and subcontractors at all levels of Court in both Alberta and Ontario. Paul has also assisted his clients in drafting construction procurement documents, including tendering and RFP documents, construction contracts, consulting contracts and P3 agreements.

Paul has written and lectured widely on all aspects of construction and procurement law. He is also a board member of various industry organizations which represent different stakeholders in the construction industry. Paul is also the editor of Brownlee’s Constructive Thinking newsletter which covers topics of interest to all parties involved in construction and procurement.

Stephen Vaslet is the vice-president for Colliers Project Leaders Atlantic Canada, overseeing more than 30 project managers and staff. Over a 30-year professional career, Stephen has accumulated extensive experience planning and delivering a wide range of construction projects for post-secondary education, corporate office, municipal, provincial and federal clients across Canada. He has expertise in project and construction management and various forms on contracts and construction delivery methodologies.  

He is an active member of Atlantic Canada’s project management, building design and construction community and serves as president of the Design and Construction Institute of Nova Scotia (dcinovascotia.com), a leading voice of the design and construction industry. DCI’s membership is comprised of current and past board members that include government and industry professionals and represents 100’s of companies throughout Nova Scotia.
