Brian AtwellBrian Atwell is a senior project manager with Emil Anderson Construction (EAC) Inc, based in Kelowna, British Columbia, where Brian leads the pursuit and delivery of EAC’s design-build projects. Prior to joining EAC, Brian worked for Graham Infrastructure on major infrastructure projects including Calgary West LRT and the Evergreen Line.

EAC Inc. is a leading heavy civil contractor in B.C., having been in operation in B.C. since 1942. EAC has diverse capabilities including bridge building, road building, aggregate production, underground utilities, asphalt paving, highway maintenance, and land development. EAC is a founding member of the BC Road Builders and Heavy Construction Association and has worked on almost every highway and community in the province. EAC has a long history of design-build and value-engineering projects in British Columbia.

Gary BaleGary Bale provides a unique set of executive management skills developed over his 40-year career in both public and private sector heavy civil construction and engineering. He has a succinct knowledge of government regulations and practices, municipal engineering and public works, consulting engineering design, construction bidding, and developing strategic design-build and PPP proposals for major transportation projects in Canada and the United States. He is particularly experienced in the successful delivery and project management of unique and challenging highway, bridges and transit design-build major infrastructure projects from conception to completion.

Gary has been involved in the BC Roadbuilders, Canadian Construction Association and BC Public Works Association. He has been a Canadian Design-Build Institute (CDBI) council member for many years and is the incoming chair of CDBI during CDBI’s 20-year anniversary as a special committee of the Canadian Construction Association.

Gary is the principal of BALE Project Consulting, specializing in providing executive advisory and strategic project procurement and management services for the delivery and execution of major infrastructure projects in Canada. Additional services include project director services and alternative contract dispute resolution between private and public-sector owners.

Elisa BrandtsElisa Brandts is passionate about designing livable, sustainable cities. She focuses on community-building projects in the transit and transportation and sports and entertainment sectors. With over 30 years of experience, her extensive technical knowledge and in-depth expertise in construction and project management makes her a highly-valuable asset to any complex project.

Her responsibilities include senior level client liaison as well as specific practice duties. She is committed to building strong client relationships and is an advocate for integrated project delivery (IPD) having lead teams on multiple design-builds and public-private-partnerships acting on behalf of clients or on the project delivery team. The close to two decades of work with integrated architecture and engineering teams have provided her with excellent team building, collaboration and leadership skills necessary for delivering complex high engineering interface projects.

Outside of work, Elisa is an active volunteer, teaches a course on complex project delivery at BCIT, and is a participant at several professional and industry organizations including the CDBI, BC Construction Roundtable, AIBC and is the CCDC RAIC representative.

focused on servicing the insurance and risk advisory needs of the construction and design industry sector since 1994.

As a former senior officer and construction practice leader for a large international insurance brokerage firm, Nolan has been engaged in a wide spectrum of complex domestic and
international insurance programs as well as several public-private partnership (P3) projects in British Columbia, Alberta and Ontario. Nolan’s insurance knowledge and understanding of the
construction industry is a highly valued client resource which is respected by owners, designers and contractors alike.

Nolan is involved and participates in a number of local and national construction/design industry associations. He is currently the chair of the Risk Management Committee for the Canadian Design-Build Institute (CDBI), a special committee of the Canadian Construction Association.

Nolan’s educational background includes a university degree in the discipline of economics and public administration from the University of Saskatchewan. In addition, Nolan continues
his professional education within the insurance industry and has achieved his Canadian Accredited Insurance Broker (CAIB) designation and his Canadian Risk Management (CRM) designation through Simon Fraser University.

Patrick LalondeWith over 10 years of construction experience, including seven as virtual design and construction (VDC) manager with EllisDon, Patrick Lalonde has had a key role in developing and implementing advanced building information modeling (BIM) protocols across many projects and initiatives within the AEC industry. Patrick also brings this experience to academia as a faculty member of Algonquin College Centre for Construction Excellence: BIM Lifecycle Management Program. He has successfully executed BIM on many collaborative project delivery methods including design-build-finance-maintain/P3, design-build with LEAN, integrated project delivery (IPD), and construction management projects.

Most recently serving as the BIM manager of the $2.1 billion Ottawa Light Rail Transit – Confederation Line Phase 1 project, Patrick has extensive experience with discipline-specific models, federated design and construction models, as-built models and record models. Patrick understands how BIM and design-build projects complement each other by improving the management of the project through increased data exchange and cooperation between stakeholders as jointly-owned information—a central information repository for all team members.

Steve Leger has accumulated vast experience in the construction industry by completing projects as site superintendent, project manager, design/construction manager and project director. This project experience coupled with his experience as business development manager and being the owner’s representative for the province of NB and Greenarm Management has given Steve the broad construction experience required to lead the complicated and time-sensitive projects that many clients require.

Steve’s approach is that the key to a successful project is for each of the team members to understand and appreciate the concerns of the other members, working proactively as a group to ensure the project is a success for all involved. With many projects being tendered as construction management, PPP and design-build, the team approach is critical during all phases of the project. With this integrated, team-approach method, an experienced leader who serves as the single-point client contact has proven to be key on many projects.

Before joining the firm in 2016, Peter served in the Parliament of Canada for over 18 years and in a ministerial post in the Canadian government for almost ten years after the Conservative Party formed a government in 2006. Most recently, he served as Canada’s Attorney General and Minister of Justice until November 2015. Before this post, Peter served as the Minister of National Defence for six years and held joint cabinet positions as Minister of Foreign Affairs and Minister for the Atlantic Canada Opportunities Agency for 18 months. Uel McFallAs a senior leader in several major construction companies in Ontario, Uel McFall has been involved in all aspects of the industry, from early hands-on experience with his father a carpenter joiner from the old country, right through to a team leader ‘Project Director’ at a large North American company, and recently the president of an open shop general contractor/design-build firm.

As an owner’s advocate, Uel assists clients with proposal calls, budgeting, tendering, municipal approvals and all contract management.

Uel is involved and participates in the business community in the Waterloo region, and is a past chairman of the Chamber of Commerce in Cambridge, Ontario. He is the chair of CDBI.

Helena Mendez

Helena Mendez promotes the utilization of virtual construction through integrated project workflows and is passionate about improving the effectiveness and efficiency of project delivery through collaborative, communicative and innovative solutions.

As an internationally-trained architect with a master’s degree in construction management, Helena has a strong background in both architecture and project management. She joined the Ellisdon’s Virtual Design and Construction Services Group in 2013 with 6 years of previous experience in the construction industry or related fields. Through this transitions into virtual construction, she has developed a keen interest in digital engineering and modeling process management as it relates to civil works.

Helena has successfully supported several P3 civil projects during the pursuit, design, and construction, with BIM workflows implementation, data management, 4D schedule simulations, ‘what if’ scenario analysis and quantity take-offs. In addition, she has produced, maintained and managed robust 3D models and coordinated projects from design development to fabrication/installation. She is currently managing the EllisDon VDC civil group in pursuits and operations across Canada.

Adrian PellenAdrian Pellen serves as a senior liaison to clients pursuing large and complex construction and infrastructure projects. In his role, Adrian is responsible for overseeing sales, strategy and tactical execution in connection with Marsh’s risk and insurance advisory and placement services for clients pursuing new infrastructure projects across North America. Prior to joining Marsh in 2016, Adrian spent a number of years at another large broker where he most recently held a role as director based in Chicago where he functioned as lead risk and insurance engagement manager for infrastructure projects. Adrian has held a number of other significant roles, including serving as vice-president and national practice leader for Canada and director for the Greater New York Region, both in an environmental risk and advisory and brokerage capacity.

Adrian has delivered a number of speaking engagements infrastructure, public-private partnerships as well as environmental risk. Adrian was also named as Power Broker® in 2013, 2014 and 2016 by Risk and Insurance®.

The City of Chilliwack has been a leader for municipal governments in using the design-build procurement method to deliver capital engineering projects for the past 23 years.

Tom Sparrow, PMP, MBA, MSc

Tom SparrowTom Sparrow is the chief project officer for the $1.35 billion Royal Columbian Hospital Redevelopment Project. Previously he was chief project officer for the $606.2 million North Island Hospitals PPP Project. Tom has a long history of success and experience working as the project lead for many Canadian federal and provincial government infrastructure projects including most recently as project director for the $302.8 million Fort St. John Hospital and Peace Villa project, and as chief project officer for the $350 million Iqaluit International Airport Improvement Project for Partnerships BC. He also provides advisory services to the Auditor General of Canada in addition to providing guidance and support to other Canadian provincial and territorial agencies and private sector healthcare-related companies.

Tom is a Certified Project Manager (PMP), holds an M.Sc. in Health Information Sciences from the University of Victoria and an MBA from Athabasca University. He has also been actively involved with the Project Management Institute and lectures at the University of Victoria and healthcare conferences throughout the world.

Paul StoccoPaul Stocco is partner with the Alberta-based law firm Brownlee LLP. After graduating from Osgoode Hall Law School in 1989, Paul was admitted to the Law Society of Upper Canada (Ontario) in 1991. In 2000, Paul was also admitted to the Law Society of Alberta.

Paul joined the Edmonton office of Brownlee LLP in 2003. In 2009, Paul became the practice group leader of Brownlee’s construction group. Paul’s practice, which focuses on construction litigation and construction procurement, has seen him represent owners, general contractors and subcontractors at all levels of Court in both Alberta and Ontario. Paul has also assisted his clients in drafting construction procurement documents, including tendering and RFP documents, construction contracts, consulting contracts and P3 agreements.

Paul has written and lectured widely on all aspects of construction and procurement law. He is also a board member of various industry organizations which represent different stakeholders in the construction industry. Paul is also the editor of Brownlee’s Constructive Thinking newsletter which covers topics of interest to all parties involved in construction and procurement.

He has expertise in project and construction management and various forms on contracts and construction delivery methodologies.  

He is an active member of Atlantic Canada’s project management, building design and construction community and serves as president of the Design and Construction Institute of Nova Scotia (dcinovascotia.com), a leading voice of the design and construction industry. DCI’s membership is comprised of current and past board members that include government and industry professionals and represents 100’s of companies throughout Nova Scotia.
