At What Point in a Project Planning Cycle Does Your Organization Decide on the Project Delivery Method, and Hence May Choose Design-Build?

It is typically the Department of National Defence (DND) project manager’s prerogative to choose the most appropriate project delivery method. DND management does however recommend Modified Design Build as the preferred project delivery method for the department. The decision is normally made before project approval (for design) but after the statement of requirements and the options analysis/business case are completed. Deciding factors such as industry interest, location, cost, level of complexity and security requirements are considered.
I believe that Defence Construction Canada makes recommendations from time to time with respect to the project delivery method as they are responsible for procurement and contract management.

Alberta infrastructure follows a similar process; however, we do not have a preferred method of project delivery. Each project has its own circumstances and complexities that need to be considered in choosing a delivery method.
For the most part, the project delivery method is chosen at the outset of the project so that documents can be tailored to suit the method. As we all know, the specifications for a design-build project will be much different from those for a design-bid-build project.
Although most times the project team may choose the delivery method, sometimes the method is dictated to suit other management or political objectives.
